Considering the need for high quality project proposals (especially from the public sector), the Ministry of Finance of the Republic of Lithuania utilized PHARE PPF (Project Preparatory Facility) funds from the years 2002 and 2003 for the preparation of high quality project proposals for the upcoming support from Structural Funds (ERDF). More than 40 proposals, for overall amount of 4.8 MEUR, were selected, concerning single measures of the “Single Programming Document”, one of which is the “Development of Information Services”. The proposal for which our services have been contracted concerned the measure “Information Society Development”, foreseen to receive funding from the ERDF.
In this framework, the Lithuanian Ministry of Health submitted a project fiche “Upgrade of the Infrastructure of Information Technologies and Optimization the Workflow of Health Care Institutions through the Development of the Integrated IIT Solutions”. The major goals of the project were: the installation of clinical IT solutions - development of Electronic Patient Recording (EPR) and integrating clinical (radiological) images into it through Radiology Information System (RIS) and Picture Archiving and Communication System (PACS) in the biggest Lithuanian hospitals.
The objective of the assignment was to assist the beneficiary to complete all the necessary preparatory work to ensure the effective implementation of the project. Our work entailed:
- Feasibility and eligibility study of proposed project to be financed under the ERDF.
- Elaboration of Tender Dossiers for all lots of the Supplies, Services, Works contracts, including complete technical specifications for the project implementation.
- Project management training for people in beneficiary organization responsible for preparation work and for liaising with any contractors.
- Elaboration of project Application Form and required supporting documents for Structural Funds.
